Virginia has an economic performance rank of sixth in the US while Kentucky has a ranking of thirty-first. Virginia is projected to move up to fourth according to the economic outlook rate. Kentucky is expected to drop to thirty-sixth. Virginia has a personal income tax progressivity of $6.45, or twenty-fourth in the US. Their sales tax burden is ranked ninth at $12.65. Kentucky has a personal income tax progressivity of $5.28, or nineteenth in the union. The bluegrass state's sales tax is $19.97--a ranking of fourteenth. How is Virginia so far ahead of Kentucky and other neighboring states? Perhaps the secret is that Virginia levies no estate OR inheritance tax while Kentucky has employed both on its citizens. Or maybe it is because Virginia is a right to work state and Kentucky is not.
West Virginia is similar to Kentucky as its economic performance ranking is thirty-eighth, but their outlook is a little brighter than Kentucky's, but not by much: thirty-third. The small state has a personal income tax progressivity of $15.53, ranking forty-forth. Their sales tax burdern is ranked at sixteenth--$20.24 per $1,000 of personal income. They are similar to Kentucky in that they are not a right to work state, and different in that they do not have an estate and inheritance tax levied on their citizens.
Ohio has been struggling. Currently they are ranked forty-ninth in economic performance but are projected to rise to forty-fifth. Why are they doing so badly? Perhaps it has to do with the estate and inheritance tax levied or the fact that they are not a right to work state. Their personal income tax progressivity $14.43--forty-third in the US.
Indiana has a brighter future even though they are ranked quite low right now--forty-seventh. They are projected to be at seventeenth. Their sales tax burden is $23.61, or thirtieth. They do have an estate/inheritance tax, and they are not a right to work state.
Illinois is ranked forty-eighth in economic performance with an economic outlook of slight improvement--forty-fourth. Although they have a seemingly high state minimum wage of $7.75, and a personal income tax rogressivity of eighty cents, they do have an estate/inheritance tax and they are not a right to work state. Sales tax burden is $16.11. Their property tax burden seems high at $40.99, ranking thirty-ninth.
Missouri has a low ranking of forty-fourth but a sunny economic outlook of twenty-third. Their sales tax burden is $24.52, ranked thirty-fofth. They do not have a death tax. They have a personal income tax progressivity of $13.24, or forty-first in the nation, and a state minimum wage of $6.65. But, the show-me state is not a right to work state.
While Tennessee's economic outlook is to improve from 32nd to 9th in the year 2009, Kentucky's economic outlook is not so sunny. The Bluegrass State is expected to drop to 36th. What makes the states that seem so similar so different? One, Tennessee is a right to work state. Two, Kentucky and Tennessee have completely different tax policies. Even thirty years ago, the differences between Kentucky and Tennesseeâs tax policies were obvious. State and local tax as a percentage of personal income tax here was 10 percent higher than Tennesseeâs. The main difference was that Kentucky had a personal income tax while Tennessee did not. Today, there is no personal income tax progression (change in how much a citizen owes per $1,000 of income) in the Volunteer state while in Kentucky it is $5.28. The sales tax in Tennesse is nearly twice as much as in Kentucky because there is no true income tax. Tennessee only taxes dividend and interest income. Over a 16 year period, Tennessee kept up its low-tax climate with taxes as a percentage of personal income dropping slightly. Kentucky did the opposite and raised more taxes than Tennessee and the bordering states. âBy 1996, taxes per $1,000 in personal income were $117.29 in Kentucky, but only $90.42 in Tennessee. The Kentucky tax burden was nearly 30 percent higher than in the Volunteer State. By 1998, the income difference had grown to $2,064 in favor of Tennessee. (In 1980 the income difference was a meager $16.) In any case, it takes Kentuckians one month longer to make what a Tennessean does in one year. Why? Income taxes are a direct burden on income and production and income taxes rise faster than income normally does. ALEC says that Kentucky would have to eliminate its income tax or lower it substantially to catch up to Tennessee.

Personal income per capita growth was nearly 47 percent, while last and least, Kentuckyâs population growth sat at just over 7 percent. Net domestic in migration ad percent of population was 2 percent and the non-farm payroll employment growth was just over 9 percent along with an unemployment rate of 5.5 percent. Compare Kentucky to its mother state Virginia, ranking 4th with a gross state product growth of a whopping 80.7 percent. Virginia's personal income growthâan impressive 78.4 percent. Personal income per capita growth: 56.4 percent. Their population growth: a respectable 12.6 percent. Virginiaâs net domestic in migration percent of population stood at 2.2 while their non farm payroll employment growth 16.4 percent. Also in 2007, their unemployment rate was just 3 percent.
