Peter Philips' "Kentucky's Prevailing Wage Law"

Dr. Peter Philips at the University of Utah presented a series of arguments to support the continuation of prevailing wage in Kentucky in 1999. In his paper, Dr. Phillips makes the following points:

  • In Kentucky, construction worker job-related injury rose 11% after schools were exempted from prevailing wage laws
  • With the absence of collective bargaining in construction, most workers do not receive pensions or health insurance.
  • Prevailing wage laws create healthy competition in communities that build skills and productivity. [1]
