Born Dec. 15, 1970, Sen. R.J. Palmer (D) represents District 28, which covers Bath County, Bourbon County, Clark County, Harrison County, Montgomery County and Nicholas County. Palmer earned a bachelor's degree from Transylvania University, and later earned an MBA from Eastern Kentucky University. He works as vice president for Central Bank in Winchester, Kentucky. Palmer is a member of the Winchester Rotary Club, Leadership Winchester and Clark County Chamber of Commerce (director). He has served in the Kentucky Senate since 2001. Prior to that, he served two years in the Kentucky House of Representatives.
