Born Aug 4, 1947, Rep. Carl Rollins (D) represents District 56, which covers part of Fayette County, part of Franklin County and Woodford County. Rollins earned a bachelor's degree in business adminsitration from Morehead State University. He later earned a master's in business administration and doctorate in educational policy studies and evaluation from the University of Kentucky. From 1970 until 1974, Rollins worked as a management analyst and an English instructor in Vietnam for the United States Air Force. Rollins currently works as the marketing manager for the Kentucky Higher Education Student Loan Corporation. He is a member of the Kentucky Association of Student Financial Aid Administrators, National Council of State Legislatures (Education Committee), Education Commission of the States (commissioner) and Midway Nursing Home Task Force (board member). Rollins has served in the Kentucky House of Representatives since 2007. Before his election to the House, he served on the Midway City Coucil (1986-1990), as mayor of Midway (1990-1998), and magistrate for the Woodford County Fiscal Court (1998-2006).
