Senate Joint Resolution 4 (or BR 57 2010) was prefiled on June 5, 2009 by Senator Katie Kratz Stine for the 2010 General Assembly.

It is a joint resolution designating Kentucky Route 8 in the city limits of Dayton, Kentucky in honor and memory of Staff Sergeant Nicholas R. Carnes.

BR 57 proposes to direct the Transportation Cabinet to designate Kentucky Route 8 in the city limits of Dayton in honor and memory of Staff Sergeant Nicholas R. Carnes and to erect signs on Kentucky Route 8 that read, "Staff Sergeant Nicholas R. Carnes Memorial Highway."[1]
