Kentucky’s Learning Goals and Learner Outcomes
In the early days of the Kentucky Education Reform Act (KERA), the Kentucky Department of Education created a very incomplete listing of expectations for students that were supposed to tell teachers what was needed in the curriculum and tell creators of the original KIRIS test what was fair game for test questions.
Known as the “Kentucky’s Learning Goals and Learner Outcomes,” this listing was totally inadequate for the purpose. It would later be replaced by far more extensive guidance in other documents such as the Kentucky Core Content for Assessment and the updated Program of Studies.
